Each public authority sets the goal of its activity to improve the quality of life of the population and optimize work of the state institutions system. In this regard, the relevance of the study is determined by the fact that the current model of power delegation is determined by the regulations, which are still based on command and administrative management methods. The novelty of the study is determined by the fact that the authors disclose the possibility of delegating power not only in the aspects of introducing an outsourcing system into the public administration sector, but also in the aspects of establishing a system for increasing the efficiency of government bodies in general and civil servants. The paper shows that the basis for increasing the effectiveness of the state management system in a country where the main idea is to increase the social well-being of society should be the opportunity to increase the competence of civil servants. The practical significance of the study is determined by the fact that the use of developments is possible in the structure of globalization of the public administration system. The aim:of the article is to identify and systematize the causes and methods of pharmacy drugs' falsification, grounding the need for certain areas of counteraction. Patients and methods: Materials and methods: Empirical base includes Ukrainian legislation, international acts, statistical data of the WHO, State Register of Medicinal Products of Ukraine, General Prosecutor's Office of Ukraine, Unified State Register of Court Decisions, media materials, journalistic investigations. Methodological basis is a set of general and special research methods of scientific cognition. Conclusion: Conclusions: Expired drugs' repackaging; production in non-licensed enterprises; replacement of drugs by non-pharmacological substances, etc. were established as the most common methods of falsifying pharmacy drugs in Ukraine. Through the use of the dialectical method, the current problems of modern legal education have also been identified, their foundations have been investigated and instructions have been sought to improve legal education and the quality of young lawyers in the educational environment of the pandemic. In conclusion, it is highlighted that the findings found in the research can be useful for higher education teachers who are constantly adapting to the new conditions of professional activity in the field of legal education, in the scene of pandemic and the ordering after the pandemic, with particular emphasis on specialists focused on developing suggestions and improving the quality of legal education in the context of the global challenges imposed by COVID-2019.
