У статті розглянуто головні аспекти щодо виявлення обсягів корупції у приватній сфері України. Проаналізовано, що необхідно відносити до корупції у приватній сфері. Корупційну злочинність у приватній сфері, як правило, поділяють на: корупційні неправомірні дії, що вчиняються щодо юридичних осіб приватної сфери; підкуп-продажність усередині компанії; використання службовцями приватних комерційних структур для одержання неправомірної вигоди. При цьому необхідно мати на увазі, що показники, які характеризують корупційні прояви у приватній сфері, не є стабільними, вони систематично видозмінюються. Підкреслено, що методи, які використовуються для збирання, обробки та аналізу тієї чи іншої інформації, поділяються на статистичні, соціологічні, психологічні та економічні. При цьому зазначено, що, на жаль, в Україні, як у більшості інших країн світу, основні методи дослідження і встановлення обсягів корупційних діянь – це соціологічні методи масового опитування у вигляді анкетування та інтерв’ю. Розкрито досвід міжнародної громадської організації по боротьбі з корупцією та дослідженню питань корупції у світі Transparency International, обчислення «Індексу сприйняття корупції»; «Барометра світової корупції», «Індексу хабародавців». При цьому відмічено, що в інших країнах світу широко використовуються і статичні звіти, що в нашій країні практично недоцільно, тому що навряд чи вони дадуть реальну картину щодо рівня корупції, особливо у приватній сфері. Зроблено висновок, що реальний обсяг поширення корупції в нашій
країні, особливо у приватній сфері, можна встановити лише під час перепису населення шляхом суцільного або вибіркового опитування всіх громадян.
The article deals with the main aspects concerning the detection of corruption volume in the private sector of Ukraine. It is analyzed what should be referred to corruption in the private sphere. Corruption in the private sphere is usually divided into: corruptive misconduct perpetrated against legal entities in the private sphere; bribe-corruption within the company; the use of private commercial entities by employees to obtain undue benefits. It should be borne in mind that indicators that characterize corruption in the private sphere are not stable, they are systematically modified. It is emphasized that the methods used to collect, process and analyze certain information are divided into statistical, sociological, psychological and economic ones. At the same time, it is noted that, unfortunately, in Ukraine, as in most other countries in the world, the main methods of investigating and establishing the volume of corruption are sociological methods of mass survey in the form of questionnaires and interviews. The experience of the international public organization on combating corruption and studying corruption issues in the world, Transparency International, calculation of the “Corruption Perceptions Index”; “Global Corruption Barometer”, “Bribe Payers’ Index”
is revealed. However, it is noted that static reports are widely used in other countries of the world that is practically impractical in our country, because they are unlikely to give a real picture of the level of corruption, especially in the private sphere. It is concluded that the real extent of corruption in our country, especially in the private sphere, can only be established in the census by continuous or selective polling of all citizens.
