Оцінка військово-політичної обстановки у міжнародному та внутрішньодержавному вимірах
є базовою умовою забезпечення національної безпеки країни.
Особлива роль при цьому належить прогнозним висновкам, які за своїм змістом залишаються ймовірними, але істотно підвищують визначеність основної мети при прийнятті рішень. Успішне довгострокове військово-політичне прогнозування дає можливість проводити політику політики з урахуванням позитивних та негативних аспектів внутрішньодержавного чи міжнародного середовища,
вживання превентивних заходів, раціональних рішень та загальної мінімізації витрат за їх реалізацію.
До основних завдань які ставляться щодо військово-політичного прогнозування відносяться такі:
– прогнозування можливих військових небезпек та загроз, що здійснюється на основі аналізу реальної військово-політичної обстановки;
– інформування всіх суб’єктів військової безпеки про характер та ступінь небезпеки національних
інтересів, про стан об’єктів безпеки та їх можливості щодо нейтралізації загроз;
– прийняття на якомога ранній стадії рішень щодо запобігання та нейтралізації воєнних загроз
з визначенням можливостей держави та Збройних Сил;
– мобілізація всіх суб’єктів забезпечення військової безпеки для вирішення завдань оперативного реагування на загрози, які виникають, своєчасне залучення всіх сил і засобів для ліквідації існуючої небезпеки;
– аналіз результативності вжитих заходів щодо припинення військової небезпеки та, за необхідності, внесення коректив до раніше прийнятих рішень.
Забезпечення військової безпеки держави, яка є найважливішим складником національної безпеки,
визначається багатьма факторами. До них належать: реальні і потенційні можливості держави та її
військової організації; рівень військово-політичного керівництва; ступінь соціальної, політичної стабільності суспільства; скоординованість у діяльності суб’єктів забезпечення військової безпеки та інші.
Але особливе місце серед них має подальша теоретична розробка концепції забезпечення військової
безпеки держави, яка неможлива без детального військово-політичного аналізу та прогнозування.
Assessment of the military-political situation in the international and domestic dimensions is a basic condition for ensuring national security.
A special role belongs to the forecast conclusions, which in their content remain plausible, but significantly
increase the certainty of the main goal in decision-making. Successful long-term military-political forecasting
makes it possible to pursue policy policies taking into account the positive and negative aspects of the domestic or international environment, the use of preventive measures, rational decisions and overall minimization
of costs for their implementation.
The main tasks related to military-political forecasting include the following:
– forecasting possible military dangers and threats, based on the analysis of the real military-political situation;
– informing all subjects of military security about the nature and degree of danger of national interests, the
state of security objects and their ability to neutralize threats;
– making decisions at the earliest possible stage on the prevention and neutralization of military threats,
determining the capabilities of the state and the Armed Forces;
– mobilization of all subjects of military security to address the tasks of rapid response to emerging threats,
timely involvement of all forces and means to eliminate the existing danger;
– analysis of the effectiveness of the measures taken to end the military threat and, if necessary, make adjustments to previously adopted decisions.
Ensuring the military security of the state, which is the most important component of national security,
is determined by many factors. These include: the real and potential capabilities of the state and its military
organization; the level of military-political leadership; the degree of social and political stability of society;
coordination in the activities of the subjects of military security and others. But a special place among them is
the further theoretical development of the concept of military security of the state, which is impossible without
detailed military-political analysis and forecasting.
