    У роботі висвітлюються окремі питання ефективного використання публічних коштів як аксіологічної основи державної регуляторної політики у сфері господарської діяльності. З’ясовано взаємозв’язок між механізмом використання публічних коштів та формуванням державної політики у сфері регулювання економічних відносин. Автором визначається поняття та критерії ефективності використання публічних коштів у процесі реалізації державної регуляторної політики. Досліджено правові засади забезпечення ефективного використання публічних коштів, визначаються шляхи удосконалення відповідного законодавства. Охарактеризовано види юридичної відповідальності за порушення законодавства у сфері використання публічних коштів. Особлива увага приділяється аналізу досвіду деяких зарубіжних країн у сфері забезпечення ефективного використання публічних коштів у процесі реалізації державної регуляторної політики. На підставі проведеного дослідження автором сформульовано критерії ефективності використання публічних коштів у процесі державного регулювання економічних відносин.

    The purpose of this research was to conceptually substantiate an effective business digitalization strategy in Eastern Europe (EE), taking into account the identification of destructive and complementary factors of digital transformation (DT). The survey, completed by top managers of companies from different sectors of the EE countries' economy, helped form a system of indicators for assessing the level of DT by country. The systematization of the DT factors made it possible to differentiate them by the nature of influence, advantages, and threats of the DH (digital humanities) for the EE countries. The results indicated a low and medium level of DT in the countries studied because of the lack of a digitalization strategy. A matrix of business digitalization management strategies has been formed for Eastern European countries, considering the efficiency level, digitalization threats, and the priority in their management. It will help mitigate the threats of DT and reduce the digital divide with countries with a high level of DT.

    Modern business practice shows that small innovative entrepreneurship needs special support in the context of rapid development of science and technology. To implement the outlined, various business support programs are being developed at a rapid pace, which are being actively implemented in practice. The aim of the article is to present the conceptual features of the development and support of small innovative entrepreneurship in Europe and the United States. The purpose of the academic paper is to present the conceptual features of supporting small innovative ntrepreneurship in Europe and the United States of America. A number of research methods have been used to reveal the purpose of the article, including such as: system-structural method, method of description, method of theoretical analysis, method of comparison, method of observation, method of synthesis, experimental method, modeling method, grouping method, generalization method. It has been proved that in European countries and the USA the policy of support of small innovative business is actively pursued. It has been found that the UK has developed and implemented Europe 2020: Scottish national reform program 2017, which provides support for small innovative businesses by promoting innovation in the business environment. It has been established that the Netherlands intends to expand opportunities to increase funding for small innovative entrepreneurships and provide favorable conditions for interaction between the private sector and scientists and researchers. It has been determined that in Germany the support of small innovative enterprises is granted by BVIZ, which provides opportunity and initiates potential entities to conduct small innovative entrepreneurship and activities in the direction of technology transfer and promotion of economic development. It has been established that in the USA support of small innovative entrepreneurships is provided by Small Business Development Centers which operate in various states of this country at local level and provide direct consulting services concerning prospects of business planning, legality (legitimacy) of activity, prospects of development of scientific researches, prospects of development of technics and technologies. It has been found that in addition to states, support for small innovative entrepreneurships is provided by international organizations and institutions, such as European Bank for Reconstruction and Development and the European Commission.

    The long-term, stable development of the country, the standard of living of its population is primarily influenced by the ability of the state to fully meet the basic needs of the population, a prominent place among which is the nutritional requirement. At the same time, the level of meeting the population’s nutritional requirements is put into practice through the assessment of such a category as food security. Its sustainability to a great extent depends on the success of the development and functioning of the agro-industrial complex of the country, which is constantly affected by climatic factors, economic and financial, as well as political ones. The introduction of quarantine worldwide in connection with the spread of coronavirus infection is a striking example of this impact, which ultimately has shown the need to ensure high food security and made this study relevant. In consideration of the foregoing, in this research we have revealed the level of food supply in the world, as well as studied the countries with the highest and lowest levels of food sustainability. Along with this, the scientific study has determined the volume of the gross value added of the agricultural industry in the context of basic prices, as well as the level of investment in agriculture in European countries, which made it possible to draw conclusions concerning the level of development of the agricultural sector in the represented countries and to monitor the interconnections with changes in food security level and gross value added in the industry over the outlined period. The level of exports and imports in Europe for 2010-2019 has been determined by forming a forecast of changes in the balance between these indicators for 2020-2022. Methods of analysis, synthesis, formalization, logical abstraction, theoretical cognition, monographic, systematization, abstract-logical and others have been used to carry out the investigation. As a result of the analysis performed in the academic paper it has been established that it is necessary to stimulate the development of the agro-industrial complex in Asia, Africa, Latin America and the Caribbean. One of the tools for such stimulation is the implementation of the strategy for the development of the agro-industrial complex for the long-term perspective, along with the use of tactical programs and measures to achieve common development goals. At the same time, the study has determined that the development and implementation of the strategy should be carried out in symbiosis with international, regional, state and municipal strategies; it is a key factor for their success.

    This article is devoted to the study of trends in the management of global economic development in the post-pandemic period. The paper developed recommendations for further development of countries in the context of the recurrence of pandemics. With this in mind, the main trends in the development of countries during the pandemic were considered and the impact of quarantine on the economies of various countries was determined. To model the future actions of states, based on studies of the historical preconditions for the development of countries in the post-crisis period, the basic patterns were identified, allowing to predict different scenarios of world economic development.The article introduces a forecasting method of global economic development based on the quadrant of trust and affluence of the population, which allows predicting various options for post-pandemic development according to four possible scenarios. The first option is a rapid V-shaped growth, which is based on the fact that with a sufficient level of public confidence in the government, as soon as the quarantine restrictions expire, the economy will gain momentum. The second one is the long-term U-shaped growth, which is expected to take place in terms of insufficient public confidence in the government, with a population reluctant to invest in economic growth. The third one is the L-shaped development, which does not provide for economic recovery in the short run due to public distrust and the impossibility of business recovery. Finally, the fourth scenario is the worst one: it's the way of development, that occurs in case of impossibility of survival and complete distrust to the government; the population will be forced to organize protests and revolutions, thus making the economy operate even worse. According to the expectations of international regulators, V or U-shaped recovery of the world economy after the COVID-19 pandemic is expected nowadays. Most businessmen believe that post-pandemic development will be U-shaped. To improve the mechanisms of managing the development of world economies, the directions of development are proposed focused not on capitalist, but social goals. The state should occupy an important place in this process acting as a guarantor of efficient allocation of resources and providing social guarantees to the population during possible further cataclysms.

    Modern small farms are important link components in the structure of the world agro-industrial complex. It ensures the food and nutritional sustainability of the country exclusively at the local regional level. The purpose of the research is to examine the role of farming in ensuring nutritional security and food stability based on the analysis of the Food Sustainability Index (FSI). Research methods: modeling, abstraction, analogy, analysis, synthesis, formalization, logical abstraction, theoretical cognition, systematization and classification, abstract-logical, etc. Results. Having analyzed the Food Sustainability Index for 2018, it has been established that there is a lack of a clear relationship between the pace of economic development and the level of food and nutritional sustainability. In addition, this study has identified the countries with the largest number of small farms, as well as the number of farms within the region. The correlation between the size of the farm and the area of agricultural land that it cultivates has been determined. The problems faced by small farms in the process of their activity have been analyzed. The programs implemented in the field of agro-industrial complex development by international profile institutions have been systematized. Particularly, the regional structure of agricultural development programs under the guidance of IFAD is defined, as well as the areas to which they are directed. Specific measures taken by governments to stimulate the development of small farms have been outlined. Reasonable conclusions have been formed based on the study. The direction of future research is seen in the assessment of the export potential of small farms in terms of range, volume of export deliveries and geographical direction of movement of their products.

    Ensuring the economic security of agro-industrial complexes of Ukrainian regions has become a top-priority task of state regional policy, as their stable functioning is an essential element of economic security of the whole country. It is overcoming threats to the development of the agro-industrial complex that ensures its further effective functioning and has a significant impact on the economic security of our state. Methods: logical method; methods of system analysis; synthesis; economic and statistical method; method of expert assessment; SWOT analysis; economic and mathematical modelling and planning. Results. Characteristic features of economic security have been given. The essence and significance of the agro-industrial complex in improving the economic security of the state have been determined. It has been noted that in recent years, the agro-industrial complex, which acts as a driver of the domestic economy and has a direct impact on the development of the country, has been growing (in 2019 the cereal and legume harvest exceeded 75 million tons, 20,269 thousand tons of potatoes were dug, more than 15 million tons of sunflower, 9,688 thousand tons of vegetables and 2,119 thousand tons of fruits and berries were harvested, meat and egg production increased by 137.5 thousand tons (or 5.8%) and 545.5 million pieces (or 3.4%), respectively, the number of employed population in agriculture increased by 139.8 thousand people (or 4.9%), the labour productivity in crop production increased by UAH 294.4 thousand (or 44.6%), in livestock production – by UAH 311.3 thousand (or 61.8%)). Based on the system of production and economic indicators, the analysis of the state of the agro-industrial complex has been carried out. Taking into account the results of the obtained data and using SWOT-analysis, the major threats to the development of the agro-industrial complex have been identified. Ways of overcoming threats enhancing the economic security of Ukraine have been proposed.

    The economic transition from a market to a social model requires a review of the role of the state and representatives of business structures in the economic system. Various forms of their interaction are becoming increasingly important, the main of which are public-private partnerships aimed at financing, formation, and implementing socially important projects. The purpose of the study is to analyze and evaluate the parameters of interaction between the state and the private sector in terms of improving the socio-economic partnership based on the provisions of the concept of public-private partnership (PPP). To achieve the goal were used such methods: analysis and synthesis; formalization and grouping; systematization and logical abstraction. The practice of the Public-Private Partnership Center of the Republic of the Philippines shows that the rational use of social partnership financial instruments will allow the state to reduce the budget burden, ensure infrastructure development, increase employment, develop private enterprises and improve the quality of goods and services. It is noted that the level of public-private partnership use in the world differs significantly, and therefore requires further intensification of efforts to stimulate its use, including due to the wide range of significant benefits of its use for the economy and the population in particular. Public-private partnerships are becoming increasingly popular as they provide many important benefits. In particular, the opportunity to obtain additional financial resources, including through additional investments, quality projects involving professional companies, open access to innovative technologies, and priority opportunities for the state to direct funds to specific areas. Thus, the direction of further research may be to determine the details of the functioning of projects in the framework of public-private partnerships. It is also important to conduct a pre-investment analysis, check the effectiveness of financing, prepare appropriate recommendations for each project stage.

    An important engine of economic development of the country is the development of small and medium enterprises. At the same time, small and medium-sized businesses, being elements of the economic system, have a significant impact on the overall economic growth of the country. Thus, there is a mutual influence of economic units on the economy as a whole. The purpose of the article is to study the impact of small and medium-sized enterprises on the gross domestic product on the example of Eastern European countries. Methods: analysis, description, observation, comparison, generalization, induction, deduction, grouping, systematization, tabular and graphical representation. Results: The level of ease of doing business in Eastern Europe was analyzed according to the Ease of doing business ranking and it was found that the Czech Republic and Poland are among the 40 countries in Eastern Europe ranked 40th and 41st out of 190 possible. It is established that the subjects of small (including microenterprises) and medium-sized enterprises belonging to the non-financial sector, in the structure of all enterprises of the non-financial sector of each of the studied countries occupy more than 90%. It was found that a significant share in the structure of small and medium enterprises in Eastern Europe is occupied by microenterprises, while the share of medium-sized enterprises is the lowest. The results of regression analysis to determine the impact of small and medium enterprises on the economic growth of countries obtained by establishing the dependence of GDP on Turnover of the non-financial business economy by size class of employment. Revealed a high dependence of GDP Turnover of the non-financial business economy by size class of employment in all surveyed countries in Eastern Europe.

    Formation of a sustainable food system based on a coordinated social and environmental policy is a priority objective of the XXI century. Numerous global challenges and risks have a significant impact on food security, especially in developing countries. This requires systematic improvement of the food security policy of EU member states in the context of sustainable development. The purpose of the research is to assess the effectiveness of EU food security policy in the context of sustainable development in order to form recommendations for its improvement. The research methodology is based on a qualitative and quantitative analysis of indicators within the Sustainable Development Goals 2 of United Nation Statistics Database (2020) and Eurostat SDG 2 (2020) in terms of European regions. The concept of sustainability of food security and sustainable development, production-based approach to food security were the basis of the research. The results have revealed that there are inconsistencies between the sustainable development goals in the context of ensuring EU food security, in particular, in such directions as: coherence with migration policy, which increases inequality and problems of access to food for the population; limited domestic resources of EU countries (land for the development of organic production) to ensure the quality and safety of food (Ireland, Denmark, Germany and Finland); lack of effect of state funding of the agricultural sector’s research and development in case of excessive allocation of funds to the industry; over-regulation of the development of technologies towards ensuring the growth of production due to the bias of the population about the potential risks. The theoretical significance of the study is to identify a new relationship between the concepts of food security, sustainable development and migration policy.

    Purpose: Expanding the borders of international trade, along with the implementation of European policy “without borders” for stimulating economic and social development countries put forward demands for ensuring growth and border areas. One of the forms of such incentives is the formation of Euroregions from two or more territories of different countries. As a result, such a process revitalizes cross-border cooperation and helps eliminate the existing imbalances in economic growth. Thus, the purpose of this academic paper is to identify and analyze the organizational and financial characteristics of the development of Euroregions at the modern stage. Design/Methodology/Approach: We have used the method of comparison, graphical method, as well as the method of analysis and synthesis to conduct the research. Findings: This outlined goal has been ensured through the allocation of legal forms of Euroregions’ activities the conclusion of an agreement on cooperation, the creation of private associations for cross-border purposes, as well as organizations endowed with legal capacity. At the same time, we have analyzed the financial incentives for the implementation of programs and projects, through the allocation of additional funding from European funds. Originality/Value: The paper has identified the most popular forms and directions of the Euroregions’ activities, as well as outlining the problems that they come across along with determining ways to solve them.

    With the emergence of the global COVID-19 pandemic in 2019, a process of transformation of the modern economic system took place, which requires new approaches to assessing economic processes. One of such processes is the assessment of public welfare. The purpose of this study is to develop an approach to assessing the level of public welfare of the population of Ukraine in the context of the COVID-19 pandemic and economy digitalization. To solve this problem, the methods of artificial intelligence, in particular the method of fuzzy sets theory, which allows using the incomplete information and making high-quality forecast calculations, are used. The factors influencing the level of public welfare during the COVID-19 pandemic have been identified. These are the following factors: gross domestic product, poverty rate, welfare index, human development index, subsistence level, and indicators that characterize the COVID-19 pandemic (i.e. the total number of COVID-19 cases, the total number of deaths from COVID-19, and the total number of vaccinations from COVID-19 in Ukraine). Using fuzzy sets theory, an economic-mathematical model for assessing the level of public welfare in the context of the COVID-19 pandemic in Ukraine was built. Two-dimensional dependences of the level of public welfare of Ukraine in the context of the COVID-19 pandemic on indicators such as gross domestic product, subsistence level, and the total number of cases of COVID-19 in Ukraine were obtained. The results of the study established that the level of public welfare in the context of the COVID-19 pandemic on the 0-100 scale is predicted to be as follows points: 2021 – 17, 2022 – 23, 2023 – 27, 2024 – 19, 2025 – 35 and will not meet international standards.

    The article is devoted to the study of the influence of government lending to agricultural entities on the choice of the correct strategy of supply chain management in the production of products. We have defined the concept and features of government lending to agricultural entities. The current state of government lending to agricultural entities has been described. The main strategies of supply chain management have been analyzed. The economic indicators of the influence of government lending to agricultural entities and its influence on the choice of supply chain management strategy have been determined. As a result, the efficiency of public lending to agricultural entities has been made and proposals for improving the efficiency of supply chain management have been suggested.

    Complex and contradictory processes of modern social transformations and the need to overcome the crisis in the economy require the appropriate influence of the state and a clear system of socio-economic management through the formation and implementation of effective state economic policy. The main elements of economic policy are financial and credit, budgetary, scientific and technical, structural, social, investment, agricultural, regional, foreign economic policy. The implementation of state economic policy is considered in terms of the relationship between social problems and the state. Therefore, the purpose of the article is to study the essence, tools and methods of state economic policy in modern conditions. It is also necessary to identify the main risks and features of further development of state economic policy of individual states in a global imbalance and crisis. The theoretical part is devoted to the study of the essence of state economic policy, theoretical and practical aspects of its organization in the state, as well as tools that can be used by the state. The resulting part is devoted to the consideration of the situation, in which the world economy has found itself in 2020 in the conditions of the economic COVID-19 crisis. General forecasts have not provided to individual states because it has been impossible to predict the end of the pandemic and the return of the world to normal life. However, it is clear that the world economy has undergone irreversible processes that will synergistically affect different states in different ways. The crisis has hit a significant number of industries, including tourism, logistics, hotel business, the crisis has been felt in world markets: oil prices have collapsed, as well as the stock markets. Undoubtedly, there are areas with a rapid growth, especially the pharmaceutical industry and retail, online delivery services, IT entertainment and communications industry, information marketing business and education and training services. It is likely that the indicators of economic development in the states by the end of the year will be better than the results of the first half of the year. The basic forecast of economic world development assumes a sharp growth of the economy after a short recession after quarantine. The financial capabilities of the EU states vary considerably, but each state must pursue counter-cyclical policies aimed at stabilizing its own economy. The answer to the question of what kind of crisis response policy they can afford depends on the fiscal policy of the states before the crisis. In economically developed states, where emergency measures have been introduced, governments and central banks issue trillions of dollars in government spending, social support of citizens, and interest-free business loans to limit the economic damage of quarantine. At the same time, in Latin America and Southeast Asia, total quarantine is impossible in multi-million cities. Such states have a triple effect of suffering from the virus, the environment and poverty. States dependent on the export of natural resources and raw materials, when faced with the crisis, are forced to sell them for nothing, so they will suffer great losses. More than 150 states have set up anti-crisis headquarters and are taking anti-crisis measures. The authors have also tried to predict how large-scale the global economic crisis will be for Ukraine, what consequences await it, and what measures need to be taken to overcome it.

    Nowadays, the profession of Jurisprudence educator is one of the most relevant and top requested among all specializations; however, in order to become a high-skilled Jurisprudence educator, one should possess significant professional qualities, including being professionally competent in the context of teaching. Taking into consideration the above mentioned, as well as based on the subject matter of the scientific article, the purpose of the study is to reveal the theoretical and practical features of the professional competences’formation and development of the Jurisprudence educators. Methods of analysis, synthesis, observation, description, comparison and generalization have been applied to reveal the purpose of the scientific research. It has been established that modern Jurisprudence teachers should possess the following professional competences: to be fluent in modern legislation and other legal norms; to rely on the features and qualities of leading scientists, working in this field; to be able to interconnect private and public interests and allocate responsibility to individual cases; to be well-versed in legislative practice and to act by law in unexpected situations; to encourage students to actively participate in the learning process, while avoiding delays in classes or even truancies; to expect knowledge from their studentsin a positive light; to enlist the respect and trust of students; to treat students positively and with respect, regardless of their religious, cultural, social or linguistic background; to cooperate with parents and other students’ custodial persons; to think critically and professionally; to prepare for classesto a full extent, using modern innovative teaching methods to teach material in the classroom;to take an active part in activities organized by the tertiary educational institution, local community, etc.; to be engaged in professional development, constantly improve one’s own competences. Based on the results of the conducted study of the theoretical and practical features of the professional competences’ formation and development of Jurisprudence educators it has been established that these competences begin to form and develop even at the stage, when students (future Jurisprudence educators) study at the tertiary legal educational institutions.

    Achieving social justice in the economic sphere is one of the priorities on the path to European integration, building a legal, democratic, and social state. An important role in this process is played by the substantive orientation of the state regulatory policy. With that, it should be emphasised that the concept of social justice in the economy, although not a new phenomenon, however, in its historical and legal development has acquired a new meaning, necessitating a reorientation of state regulatory policy to the modern meaning of this principle. Therefore, the scientific substantiation of ways to ensure the implementation of the principle of social justice in the economy in the process of state regulation of economic activity is an important area of research of modern legal science. Thus, the purpose of the study in this paper is to define the concept of social justice in the economy, indicators of its achievement, as well as to outline the prospects for the development of the concept of social justice in this area, including modern European doctrine. To achieve this purpose, the paper recourses to general theoretical, special and intersectoral methods of scientific knowledge, in particular, the epistemological method underlies the framework for formulating the definition of “social justice in the economy” and other concepts related to the subject, the analytical method allowed to identify indicators of achievement of social justice in the economy in the process of implementation of state regulatory policy, comparative legal method allowed to conduct a comparative analysis of ways and directions of achieving social justice in the European Community and Ukraine in state regulation of economic activity, methods of legal modelling and forecasting concepts of social justice in the economy.

    At the present stage of development of economic systems, a multitude of countries around the world are focused on implementing such a regulatory policy of the state that would enable sustainable development and formation of a socially oriented type of market economy, where the main goal is to ensure the welfare and high living standards of the population. Thus, the purpose of the research in this article is to identify the determinants of socially oriented state policy for the development of economic relations, respectively, the subject is to determine the strategic priorities of such policy. To achieve this purpose, the article employs general theoretical and special legal methods of research, in particular, the dialectical method of scientific cognition allowed to trace the current trends in the development of national policy, the comparative legal method allowed to perform a comparative analysis of strategic priorities of national policy in foreign countries, which reached a significant level of socio-economic development, analytical method applied in formulating generalized and elaborate conclusions based on the research findings. Based on the results of the study, the authors came to the conclusion that the modern socially oriented state regulatory policy is based on the current form of state government, which determines the political regime of the country and the legislative basis for regulating the economic relations of economic entities, which operate in accordance with the formed institutional environment in the country.

    The basic notions of "corruption" and "corruption offense" and their relationship are considered. Statistical data concerning the Corruption Perceptions Index in 166 countries is analyzed. Its relationship with the development of the economic sector is also taken into consideration. The main consequences of corruption offenses for the country's economy are determined. Cause-effect relationships have been identified between the Corruption Perceptions Index, GDP per capita and the Human Development Index (HDI) based on panel data from 166 countries in 2018. Human capital and poverty are prerequisites for corruption, which is a significant contribution to the scientific literature on the preconditions and causes of corruption offenses. The impact of corruption offenses on the country’s economy at the macro and micro levels is considered. It is еstablished that it is necessary to ensure the development of human capital, political stability, institutional independence, the development of partnership between the state and society in order to minimize corruption offenses.

У дисертації проаналізовано та розкрито правові основи, ознаки та види державних закупівель як різновиду певної сфери господарювання та інституту господарського права. На основі аналізу законодавчо го та доктринального підходів до розуміння державних закупівель запропоновано нове їх визначення та класифікація. Державні закупівлі мають досить тривалу історію. Передовсім виникнення та правові засади зазначеної діяльності тісно пов'язані зі створення казначейства, господарсько-торгівельною діяльністю і певним спеціальним суб'єктним складом. Наводиться визначення державозакупівельного господарювання як різновиду господарської діяльності державних підприємств, установ та організацій щодо здійснення закупівлі на підставі договору (контракту), якій притаманні спеціальні чинники, що обумовлюють ЇЇ специфіку і самостійність: предмет, певне коло різнохарактерних відносин, джерела, функції, принципи, та які є предметом господарсько-правового регулювання. Приділено увагу державному контракту як формідержавних закупівель, його істотним умовам з урахуванням норм чинного законодавства і судової практики та визначено можливості застосування позитивного іноземного досвіду для подальшого реформування і вдосконалення зазначеної сфери.
