Дослідження конституційно-правових проблем створення та функціонування громадських організацій за часів СРСР

Abstract

This article covers the basic work of Soviet scientists of the second half of the ХХ century about the constitutional and legal problems of the establishment and functioning of NGOs. It is concluded that the most fruitful now is to use the books of Z.A.Yampolskoj, A.I.Schihlyka, V.V.Kravchenko, H.A.Kudryavtsevoi, O.V.Orlovoi, D.V.Shutko, N.I.Danchenko. These books highlight the problems of NGOs that have not lost their relevance now. Author notes that many work are devoted to the interaction between NGOs and public authorities. These books are suggested to divide into 2 groups. The publications of the first group are too ideological , and do not represent a significant interest in solving modern problems of public organizations in Ukraine. The publications of the second group are about the transfer of certain powers of public authorities to NGOs. They have the considerable interest for further development of Ukrainian civil society (books of M.T.Baymahanov, D.V.Shutko, V.M.Horshenyov etc. )
