Державне управління у галузі телебачення в Україні

Abstract

Дисертація на здобуття наукового ступеня кандидата юридичних наук за спеціальністю 12.00.07 – адміністративне право і процес; фінансове право; інформаційне право. – Національний університет «Одеська юридична академія», Одеса, 2016. У дисертації надано характеристику державного управління у галузі телебачення; з’ясовано зміст об’єкта державного управління у галузі телебачення, визначено систему принципів державного управління у галузі телебачення Особливу увагу приділено визначенню організаційних засад державного управління у галузі телебачення, у тому числі характеристиці повноважень та напрямів діяльності Державного комітету телебачення і радіомовлення України як суб’єкта державного управління в галузі телебачення, а також Національної ради України з питань телебачення і радіомовлення. Розглянуто питання реалізації державного управління у галузі телебаченні в Україні, класифіковано форми державного управління у галузі телебачення, виокремлено методи державного управління у галузі телебачення, визначено особливості адміністративної відповідальності за порушення у галузі телебачення, а також зміст контролю та нагляду у галузі телебачення.Thesis gaining a scientific degree of a candidate of jurisprudence in special 12.00.07 – administrative law and process; financial law; informational law. – National University «Odessa Academy of Law», Odessa, 2016. In the thesis there is made a characteristic of the state management in the television field, there is detected the content of the object of the state management in the television field, there is defined the system of principles of the state management in the television field. The special attention is devoted to the definition of the organizational grounds of the state management in the television field, including the characteristic of the authorities and directions of activities of the State committee of the television and broadcasting of Ukraine as a subject of the state management in the television field, and also National council of Ukraine on the questions of television and broadcasting. There is considered the question of realization of the state management in the television field in Ukraine, there are classified forms of the state management in the television field, there are marked out methods of the state management in the television field, there are defined the special features of the administrative responsibility for offences in the television field, and also the content of the control and supervision in the television field.
