Механізми залучення національних меншин до публічного адміністрування : магістерська робота

Abstract

В роботі розглянуто актуальну проблему інтеграції національних меншин у процеси державного управління України. Дослідження акцентує увагу на важливості забезпечення ефективного представництва меншин як ключового фактору демократизації суспільства, запобігання конфліктам та зміцнення соціальної єдності.

The current problem of integrating national minorities into the processes of public administration in Ukraine is considered. The study focuses on the importance of ensuring effective representation of minorities as a key factor in democratizing society, preventing conflicts and strengthening social unity. The purpose of the work was to identify, analyze and improve mechanisms for involving national minorities in public administration, in particular through the development of practical recommendations for increasing the efficiency of public administration in Ukraine. The theoretical and methodological foundations of public administration are studied; international experience in integrating national minorities into management systems; the current state and prospects for the participation of national minorities in public administration in Ukraine. A comprehensive analysis of the mechanisms for the participation of national minorities in public administration is carried out, taking into account European experience and the requirements of Ukraine's integration into the EU. Particular attention is paid to recent legislative changes, in particular the introduction of the Law of Ukraine "On National Minorities (Communities) of Ukraine", and their impact on the legal protection of minority rights. Forms of participation of national minorities in public administration are systematized, such as quotas, lowering electoral barriers, and establishing consultative bodies. Key problems that hinder the effective involvement of minorities are identified, in particular, uncertainty of terminology, legal conflicts, and limited institutional mechanisms. Recommendations are developed to improve the legal regulation of the participation of national minorities, such as harmonization of terminology, creation of specialized platforms for interaction, and implementation of inclusive policies at the local level.
