Легітимність публічної влади у мережевому суспільстві

Abstract

У статті визначено легітимність публічної влади у мережевому суспільстві. В основі сучасних соціальних та політичних трансформацій знаходяться інформаційні технології, політичні комунікації тощо. Технологічний розвиток цифрової сфери утворює можливості та ресурси для змін соціального та політичного ладу. Виходячи із веберіанської традиції, яка ідентифікує легітимність не відносно окремого політика, а щодо усього наявного соціального порядку, визначено особливості трансформації політичного ладу в умовах мережевого суспільства. Йдеться про наступні особливості: мережі замість ієрархій, розвиток горизонтальних політичних комунікацій замість вертикальних, «інститути легітимності» замість «легітимності інститутів». Концептуалізацію легітимності публічної влади у мережевому суспільстві певною мірою підготували попередні теорії інформаційного суспільства –«електронної демократизації», медіатизації політики, «інтерактивної демократії», «реальної віртуальності». У продовженні теорії мережевого суспільства набувають особливого значення концепції кібер-демократії, кібер-держави та кібер-легітимності. Відзначено, що мережеве суспільство постає як нова форма організації політичного ладу. У мережевому суспільстві змінюється алгоритм легітимності. Якщо у попередню епоху він ґрунтувався на цілераціональності та складався із послідовних кроків щодо визначення суспільного блага, обґрунтування шляхів його досягнення за допомогою калькуляції вигід та витрат і впровадженні відповідних публічних політик, то у мережевому суспільстві алгоритм легітимності потребує відкритої комунікації між мультимережами. Алгоритм легітимності публічної влади мережевого суспільства включає представлення соціальних інтересів на рівні макромереж, артикуляцію соціальних запитів на рівні мезомереж, прийняття політичних рішень на рівні мікромереж. У процесі забезпечення легітимності публічної влади у мережевому суспільстві знижується вага традиційних масмедіа, а роль мережевих спільнот зростає. Наголошено, що легітимність у мережевому суспільстві потребує активізації участі публічних інтелектуалів.

The article defines the legitimacy of public power in the network society. At the core of modern social and political transformations, there are information technologies, political communications, etc. The technological development of the digital sphere creates opportunities and resources for changes in the social and political order. Based on the Weberian tradition, which identifies legitimacy not in relation to an individual politician, but in relation to the entire existing social order, the features of the transformation of the political system in the network society are determined. It is about the following features: networks instead of hierarchies, the development of horizontal political communications instead of vertical ones, "institutions of legitimacy" instead of "legitimacy of institutions." The conceptualization of the legitimacy of public power in the network society was to some extent prepared by previous theories of the information society – "electronic democratization", mediatization of politics, "interactive democracy", and "real virtuality". In the continuation of the theory of the network society, the concepts of cyber-democracy, cyber-state, and cyber- legitimacy acquire special importance. It is noted that the network society appears as a new form of organization of the political system. In the network society, the algorithm of legitimacy is changing. If in the previous era, it was based on objective rationality and consisted of successive steps to determine the public good, justify the ways to achieve it using the calculation of benefits and costs and implement relevant public policies, then in the network society the algorithm of legitimacy requires open communication between multi-networks. The algorithm of the legitimacy of the public power of the network society includes the representation of social interests at the level of macro-networks, the articulation of social requests at the level of meso-networks, and the adoption of political decisions at the level of micro- networks. In the process of ensuring the legitimacy of public power in the network society, the weight of traditional mass media is decreasing, and the role of network communities is increasing. It is emphasized that legitimacy in the network society requires the active participation of public intellectuals.
