Moral and ethical standards of public authority in the system of constitutional values

Abstract

У статті розглянуто морально-етичні стандарти (критерії) публічної влади з погляду їх місця в системі конституційних цінностей. Серед іншого стаття розкриває необхідність висування цих критеріїв до посадових і службових осіб органів публічної влади, особливо суддівського корпусу. Стверджується, що висування морально-етичних критеріїв до представників публічної влади є інструментом для належного функціонування конституційної системи щодо охорони конституційних цінностей, захисту людських прав і свобод.

In paper the moral and ethical standards of public authority in terms of their place in the system of constitutional values are considered. Among other things, the article reveals the necessity of nominating these standards to officials of public authorities, and especially as regards the judicial corps. It is argued that the nomination of moral and ethical standards for representatives of public authorities is an instrument for the due functioning of the constitutional system for the protection of constitutional values, human rights and freedoms.
