The Necessity in Combating Bioterrorism: An International Experience

Abstract

The aim of the article is in examining the characteristics of the relevant samples of successfulexperience of the developed countries in the sphere of combating bioterrorism. Method: The followingmethods were used by the authors in evaluating the efficiency of the research which involved historical,analysis as well as bibliographic. Results: The current threats posed by such a phenomenon as bio-terrorismare identified and characterized, as well as successful international examples of its overcoming areanalyzed. The level of danger of bio-terrorism has been established, as well as the negative consequencesit causes. Cases of real use of biological weapons in different periods of human existence are characterized.It was during this period that various manifestations of bioterrorism around the world became much moreactive. Emphasis is placed on the fact that combating such a phenomenon as bioterrorism should be basedon a comprehensive approach to solving this problem. Among other things, it should be a combination ofeffective law enforcement, a stable political situation and systematic interaction between the state and thepopulation. Conclusions: The bio-terrorism can be divided into that carried out by criminal organizations,individuals or religious on the one hand, and that carried out by the state on the other. The bioterrorism,together with many of its harmful effects, poses a significant danger to humanity and society. It greatlydamages the lives and health of individuals, destroys and destroys nature and the environment, and cancreate political and economic crises or social upheavals.

Метою статті є вивчення характеристик відповідних зразків успішного досвіду розвинених країн у сфері боротьби з біотероризмом. Метод: Для оцінки ефективності дослідження, яке включало історичні, аналітичні та бібліографічні, автори використали наступні методи. Результати: Виявлено та охарактеризовано сучасні загрози такого явища, як біотероризм, а також проаналізовано успішні міжнародні приклади його подолання. Встановлено рівень небезпеки біотероризму, а також негативні наслідки, які він викликає. Охарактеризовано випадки реального застосування біологічної зброї в різні періоди існування людства. Саме в цей період значно активізувалися різноманітні прояви біотероризму в усьому світі. Акцентовано на тому, що боротьба з таким явищем, як біотероризм, має базуватися на комплексному підході до вирішення цієї проблеми. Серед іншого, це має бути поєднання ефективної правоохоронної діяльності, стабільної політичної ситуації та системної взаємодії держави та населення. Висновки: Біотероризм можна поділити на той, що здійснюється злочинними організаціями, окремими чи релігійними, з одного боку, і державними, з іншого. Біотероризм разом із багатьма його шкідливими наслідками становить значну небезпеку для людства та суспільства. Воно значною мірою завдає шкоди життю та здоров’ю людей, руйнує і руйнує природу та навколишнє середовище, може спричинити політичні та економічні кризи чи соціальні потрясіння.
