    The authors of the article touch on the major topic of ensuring access of persons with disabilities to facilities and services, which is an indicator of guaranteeing the rights and freedoms of such citizens and ultimately determines the quality of life of such people. The article analyzes the current Ukrainian legislation, as well as international legal acts governing relations regarding access of persons with disabilities to the general infrastructure. The methodology of the article includes methods of analysis, synthesis, formal-legal and comparative-legal methods. The essence of the right of persons with disabilities to access facilities and services is the legally guaranteed possibility of these persons to freely use all facilities and services without any barriers, including through the adaptation of the latter or their special design. The authors of the article thoroughly researched the concept and content of the right of persons with disabilities to access facilities and services. Finally, the authors concluded that the current domestic legislation, although ensuring the minimum level of rights of persons with disabilities in the study area but needs to be improved taking into account the positive experience of European countries and following the United Nations Convention on the Rights of Persons with Disabilities.

    Contracts for the Provision of Services and Labor: A Comparative Analysis Under the Ukrainian Legislation

    The article analyzes the legal consequences of concluding a labor contract and a contract for the provision of services. The need for such an analysis is due to the fact that employers often prefer to conclude civil law contracts with employees instead of labor contracts, since the latter are less beneficial for them. At the same time, for an employee, the conclusion of a contract for the provision of services instead of an employment contract entails the deprivation of all guarantees provided for by labor legislation. The historical prerequisites for the existence of similarities between labor and civil contracts are examined in the article. In order to distinguish between these types of contracts, a comparative analysis of the legal nature and consequences of the conclusion of an employment contract and a contract for the provision of services is carried out. The article analyzes the guarantees that are provided for by labor legislation and are aimed at ensuring the human right to work. It is concluded that when concluding civil contracts, these guarantees are lost, which significantly worsens the position of the employee. In this regard, the article analyzes the recommendations of the International Labor Organization aimed at distinguishing between civil and labor legal relations. The conclusion is made that it is necessary to consider these recommendations in the national legislation of all Member States.

    Fiduciary ownership in ukrainian legislation

    The article is devoted to the study of the specifics of the institution of fiduciary ownership in the legislation of Ukraine. Using the method of comparative analysis, the differences between the institution of fiduciary ownership, which is typical for the countries of the continental system of law, and the institution of trust, which exists in the countries of Anglo-American law, are revealed. The origins of the institution of fiduciary ownership since Roman times have been investigated. It is established that the foundation of the trust and fiduciary ownership can be considered the Roman institution of fiducia. The features of legal regulation of fiduciary ownership in accordance with the civil legislation of Ukraine are characterized. The requirements, which in some cases are imposed on the trustee (fiduciary owner) are determined. Attention is drawn to the shortcomings of the legal regulation of fiduciary ownership in Ukraine. The main problem is that the concept and legal nature of fiduciary ownership in Ukraine are still not defined in a clear manner. It is proposed to take into account the concept of fiducia, recently adopted in the legislation of the Republic of Moldova. This concept is most consistent with world practice and the needs of a market economy.

    The definition, goals of the minimum wage, the criteria for its determination, the sphere of application of the system of setting the minimum wage, the procedure for its establishment, as well as regulation and implementation were analyzed in the article. Comparative legal analysis was carried out of the acts of national labor legislation for compliance with international and European standards, enshrined in conventions and recommendations of the International Labor Organization , Attention is drawn to the fact that Ukraine has not yet undertaken obligations under paragraph 1 of Art. 4 of the European Social Charter (revised).The essence and significance of the minimum wage as one of the main state social guarantees is revealed, taking into account changes and amendments, made by the Legislation of Ukraine. The ratio of the category "minimum wage" and the category "subsistence level set for able-bodied persons on January 1 of the calendar year" is determined.

    The issues of ensuring the ecological safety of the region`s population are actualized in the context of the growth increasing in the natural resources, accompanied by the increase in anthropogenic pressures on the environment and humans, aggravation of environmental problems, deterioration of the life quality and environmental conditions of activity in the region. The aim of the study is to develop the theoretical foundations for ensuring the ecological safety of the population of the region on the basis of a logistic-activity approach to its formation in the context of legal regulation of the environmental management process as a factor in achieving sustainable development goals and increasing energy efficiency. Using the methods of economic and mathematical modeling it is substantiated the existence of the relationship between the level of ecological safety of the region's population and the amount of the funds from the budget allocated to finance environmental programs. Improving the legal regulation of the processes of ensuring the ecological safety of the region's population for optimizing the budget expenditures for the implementation of environmental programs will create the conditions for realizing the economic potential of the region's development, increasing the level and quality of life of the population.
