М.; Стец, Олег Николаевич; Stets, Oleh M.The article is devoted to the study of the theoretical and legal foundations of the change of the vector of public administration, taking into account the humanistic tendencies of interaction of the subjects of public administration with the institutions of civil society. The features that characterize the subject of public administration are singled out: it is a somehow coordinated and organized system of bodies, which is not hierarchically structured, but should act in a coordinated, purposeful way, avoiding duplication of functions and excessive bureaucracy; the subject is the state, and the purpose of the subjects of public administration is to ensure the public interest – that is, the interests of both the state and society as a whole, rather than individual citizens and social groups; public administration relies on power, performing public functions; the activity of public administration extends to the whole society; public administration operates on the basis of a set of methods of influence: legal, political, economic, social through the use of methods of legal regulation, such as coordination, persuasion, incentives, coercion, etc. The basic international legal and national principles of involving citizens in public administration are analyzed. The scale of environmental contamination is shown as well as there has been analyzed the understatement fact of their importance from the direction of the profile state structure and also some unfavorable predictions for a short and middle-term prospect. There has been drawn a conclusion of real critical effect of the current situation on the environmental safety in Ukraine on the whole which requires the adequate legal assessment and the perfection in the sphere of public administration. В.; Васильковская, Виктория Владиславовна; Vasylkivska, Viktoriia V.Purpose: Determination of possible ways to increase the effectiveness of interaction between civil society institutions and public administration subjects in Ukraine through the use of international experience; determination of a unified concept of management humanization and democratization and proposal of specific recommendations for reforming the existing public administration system in Ukraine. Methodology: General and specific methods of scientific knowledge were applied during the research: a system analysis method, a dialectical method, a formal-logical method, a structural-functional method, and empirical methods. Result: The authors concluded that there is poor interaction between the public administration subjects and the civil society institutions in Ukraine. In order to increase the positive effect of introducing new forms of civil participation in public administration, it is important to popularize citizens’ e-participation in public administration. Free access to the electronic reflection of activities of any public administration subject allows simplifying public participation in making specific decisions. Applications: The results of the research are believed to be interesting and useful for domestic legislators and public administration subjects at actualization of tendencies to administration democratization and humanization. Novelty/Originality: The results are obtained independently and original (no analogues or incorrect borrowings). М.; Красноносова, Елена Николаевна; Krasnonosova, Olena M.The experience of using cluster models for regional development in different countries proves the need for an active role in the process of both state and local authorities’ economy clustering. Effective practices consist of the fact that the state gives integral and financial support to institutional and cluster formations. The purposeful research of clusters as a subject of public administration either from the side of regional or central government bodies showed the importance for power concentration to create favourable conditions for partnership between enterprises, first of all, in the shape of development assistance to already existing sectors tested by the market. The article deals with the important scientific aspects of both creation and functioning of clusters to secure the pharmaceutical sector competitiveness by means of mobilizing the state strategic resources both at government and sectoral institutes’ levels. The methods, which were used to reach the purpose of the research, are as follows: the description method, the table and graphic method, the method of structure and dynamics revelation and methods, which are available for comparison in a certain territory such as: the statistical data and the method of analysis and synthesis. The economy subjects’ cluster policy implementation should be carried out by means of forming the economic terms movement of a whole production system to a competitive position in terms of cooperation and partnership. It is also important to understand how certain clusters contribute to the economic development of certain regions and to adjust their activity in accordance with that. The new structural element of space progress security in a globalized economy should include clusters as a basis of network territory organization the functioning of which will facilitate both regional and state competitiveness on the whole; as well as contribute to the implementation of investment and innovative development models. The creation of such investment and innovative clusters requires significant boost of relevant theoretical and methodological support because the state should clearly understand where to go and what reforms to carry out.
