dc.description.abstractThe article identifies the features of public administration in the field of providing certain administrative services to foreigners and stateless persons. It was found that foreigners and stateless persons staying in Ukraine legally enjoy the same rights and freedoms, as well as the same responsibilities as citizens of Ukraine. Based on the characteristics of the legal status of foreigners in Ukraine and analyzing the general legislation on administrative procedures, it is established that foreigners and stateless persons may be the subjects of applications for administrative services. At the same time, the peculiarities of the types and procedure of realization of administrative services that can be provided to foreigners and stateless persons are established. The main features of the implementation of administrative services are as follows: 1) the allocation of certain types of administrative services that are unique to foreigners and stateless persons; 2) establishment of a separate procedure and additional procedural actions in the process of providing administrative services.en_US
dc.description.abstractУ статті визначено особливості державного управління у сфері надання окремих адміністративних послуг іноземцям та особам без громадянства. Встановлено, що іноземці та особи без громадянства, які перебувають в Україні на законних підставах, користуються тими ж правами і свободами, а також несуть ті самі обов’язки, що й громадяни України. На основі характеристики правового статусу іноземців в Україні та аналізу загального законодавства про адміністративні процедури встановлено, що суб’єктами звернення за наданням адміністративних послуг можуть бути іноземці та особи без громадянства. При цьому встановлено особливості видів та порядку здійснення адміністративних послуг, які можуть надаватися іноземцям та особам без громадянства. Основними ознаками здійснення адміністративних послуг є: 1) виділення окремих видів адміністративних послуг, властивих лише іноземцям та особам без громадянства; 2) встановлення окремого порядку та додаткових процесуальних дій у процесі надання адміністративних послуг.
