Освіта мовами національних меншин в Україні: дезінтеграційні виклики

Abstract

Статтю присвячено нагальній етнополітичній проблемі – освіті мовами національних меншин в Україні. Одномовна освіта мовами національних меншин тривалий час була підґрунтям для підживлення дезінтеграційних тенденцій в Україні. Оскільки реакція на обмеження цього права в новому Законі України «Про освіту» виявила ся жорсткою, автор досліджує позицію сусідніх держав та міжнародних інституцій із мовного питання, аналізує останні законодавчі ініціативи й міжнародний досвід. У результаті цього зроблено висновок, що розширення мовних прав національних меншин саме по собі є позитивним явищем, однак у сучасних етнополітичних умовах на тлі незнання державної мови це сприяє ізоляції національних меншин, їх орієнтації виключно на етнічні батьківщини, поширенню сепаратистських настроїв, що в підсумку може загрожувати національній безпеці та територіальній цілісності України.

The article is devoted to the urgent ethnopolitical problem – education in the languages of national minorities in Ukraine. One language education in the languages of national minorities has long been the basis for nourishing disintegration trends in Ukraine. Since the response to the restriction of this right in the new Law of Ukraine “On Education” has been tough, the author studies the position of the neighboring states and international institutions on the linguistic issue, analyzes recent legislative initiatives and international experience. As a result, it was concluded that the expansion of linguistic rights of national minorities itself is a positive phenomenon, but under modern ethnopolitical circumstances on the background of ignorance of the state language, it promotes the isolation of national minorities, their orientation exclusively on ethnic homelands, the spread of separatist sentiments that may eventually threaten the national security and territorial integrity of Ukraine
