Парламентаризм в умовах демократичного транзиту: досвід країн центрально-східної Європи

Abstract

Дана стаття присвячена особливостям становлення парламентаризму як політичного інституту у країнах Центрально-Східної Європи у період трансформації політичної системи. Особлива увага приділяється впливу економічних, політичних і соціокультурних чинників на вибір моделі переходу, а також на процес адаптації і нормального функціонування парламентаризму. Доведено, що сама парламентська система є невіддільним фактором будь-якого демократичного суспільства, зберігаючи при цьому свою національну специфіку. Парламентаризм у даному контексті покликаний забезпечити найбільш гармонічні взаємовідносини держави і народу при дотриманні всіх людських і політичних цінностей. Зроблено висновок, що у більшості країн ЦСЄ утвердилася парламентська демократія, а сам парламент знаходиться у центрі політичної системи і сприяє її ефективному функціонуванню. Він має величезний вплив на політичний клімат та на розвиток нових ідей у суспільстві.

This article is devoted to the peculiarities of formation of parliamentarism as a political institution in Central and Eastern Europe in the period of transformation of the political system. Particular attention is paid to the influence of economic, political and socio-cultural factors in the choice of a model of transition, as well as on the process of adaptation and the normal functioning of parliamentarianism. The paper proves that a parliamentary system forms an integral part of any democratic society, at the same time maintaining specific features of a particular country (conceptualized through the national context). The study of parliamentarism in this context promotes mutual cooperation between the state and the public with the observance of human and political values. It is concluded that parliamentary democracy has been established in the most countries of Central and Eastern Europe, and the parliament is at the center of the political system and supports its effective functioning. Besides this institute has a big influence on the formation of the political climate and the development of the new ideas in the society.
