Зміни в міграційній політиці Республіки Кіпр у період євроінтеграції

Abstract

Стаття розглядає питання змін у міграційній політиці Республіки Кіпр у період євроінтеграції, які призвели до відповідних законодавчих змін. Підйом економіки Кіпру в 1980–1990 призвів до змін у законодавстві, які дозволили працевлаштування представникам країн третього світу. Тоді це було основою причиною змін у міграційній політиці, тому що до 1990 року міграційна політика була обмежувальною. Інтеграція країни до Європейського Союзу вимагала відповідних змін у національному законодавстві, а це призвело до збільшенні кількості мігрантів, а потім їх подальшої інтеграції в кіпрське суспільство. Закон «Про іноземців та імміграцію» (1972 р.) регулює основні правила в’їзду, перебування в Республіці Кіпр, а також вимоги щодо отримання кіпрського громадянства. Статистичні дані підкреслили, що європеїзація міграційної політики призвела до збільшення кількості іноземних мігрантів, як громадяни країн третього світ, так і громадяни країн Євросоюзу, на Кіпрі, починаючи з 1990 року.

Thе article sets out to examine the changes of migration policy of the Republic of Cyprus while the integration into European Union. The current legislation for the employment of the third country nationals was associated with the economic growth in the 1980s and1990s. This was the basic reason for radical change of migration policy in 1990 which allowed migrant workers in Cyprus. Before 1990 immigration policy was restrictive. It was mentioned the integration of the Republic of Cyprus to the European Union demanded according changes of the national legislation, thus Europeanization of the migration policy led to the increasing of the number of migrant, and their further integration to the Cypriot society. Basically, the Aliens and Immigration Law (1972) that changed according to the demands of inner and foreign policy of the Republic of Cyprus regulated the arrival, stay, asylum, and citizenship of the migrants in Cyprus. Joining the European Union let the representatives of the European countries enter the Cypriot society. The article brings out the figures of the official statistics that proves the dramatic growth of the number of migrants in Cyprus since 1990.
