Методологічні основи трансформації збройних сил як провідного елементу сектору безпеки країни

Abstract

Аналіз трансформаційних процесів провідних країн світу показав, що трансформація збройних сил, як засіб реалізації воєнної політики держави, охоплює всю сферу воєнної політики. Проте природа процесів трансформації у збройних силах, їх початок і процес протікання, множина значущих чинників та інші ключові параметри, у більшості випадків визначаються досить розпливчато.Тому на сучасному етапі перед наукою стоїть завдання продовжувати формувати теорію розвитку національного сектора безпеки як систему уявлень, яка здатна стати концептуальною базою аналізу трансформаційних процесів під час проведення реформ у Збройних Силах України в умовах агресії Росії проти України. Під час написання статті автором були використані наступні методи: системний, порівняльний та ретроспективний аналізи. Проведений у статті аналіз публікацій та досліджень з питання трансформації збройних сил дозволив сформувати понятійно-категоріальний апарат процесу трансформації і визначити мету, причини, етапи, завдання, складові трансформації, розглянути моделі процесу трансформації та методики оцінки трансформації збройних сил.The analysis of the transformational processes of the leading countries of the world has shown that the transformation of the armed forces, as a means of implementing the military policy of the state, covers the entire sphere of military policy. However, the nature of processes of transformation in the armed forces, their beginning and the process of leakage, the set of significant factors and other key parameters, in most cases are determined rather vaguely. Therefore, at the present stage, the science faces the task of continuing to form the theory of development of the national security sector as a system of representations that can become the conceptual basis for the analysis of transformational processes during the reforms in the Armed Forces of Ukraine in the conditions of Russia’s aggression against Ukraine. During writing an article, the author used the following methods: systematic, comparative, and retrospective analysis. The article analyzes publications and studies on the transformation of the armed forces allowed the formation of a conceptual-categorical apparatus of the transformation process and to determine the purpose, causes, stages, tasks, components of transformation, as well as to consider the models of transformation of the process, as well as methods for assessing the transformation of the armed forces.
