Компоненти інституційної взаємодії в українському політичному процесі

Abstract

Статтю присвячено визначенню компонентів інституційної взаємодії у сучасному українському політичному процесі. Визначено, що особливістю вітчизняного політичного процесу є його персоналізація, як у вимірі урядування (публічного управління та адміністрування) так і в електоральному вимірі. До компонентів інституційної взаємодії віднесено публічну владу, опозицію та групи інтересів. Контекстом інституційної взаємодії визначено «подвійний перехід» українського суспільства. По-перше, від радянського авторитаризму до консолідованої демократії. По-друге, глобальний процес формування мережевого суспільства, перехід від традиційних комунікацій до глобальних комунікативних мереж. Визначено, що інституційна взаємодія в українському політичному процесі усе більшою мірою опосередковується глобальними комунікативними мережами. У процесі європейської інтеграції актуалізується завдання щодо переведення взаємодії між окремими політиками на рівень інституційної взаємодії. Це передбачає вироблення та закріплення у масовій свідомості правил та норм взаємодії між інститутами. Відзначено необхідність підвищення ефективності інституційної взаємодії в Україні. На заваді цьому стають перманентні зміни до законодавства щодо взаємодії між парламентом, президентом та урядом («конституційні реверси») та правова неврегульованість діяльності груп інтересів. У межах неоінституціональної теорії обґрунтовано маркери підвищення ефективності інституційної взаємодії в українському політичному процесі: 1) остаточне подолання радянського авторитаризму, коли за демократичним фасадом інститутів насправді ховається авторитарний стиль керівництва; 2) демократизація інститутів – розширення можливостей для громадян щодо участі у політиці та інституційній взаємодії, забезпечення «відкритого доступу» для громадян із максимальною відкритістю суспільної взаємодії; 3) розширення мережі комунікацій, посилення уваги до соціальних мереж та переформатування діяльності прес-служб.

The article is devoted to the definition of the components of institutional interaction in the modern Ukrainian political process. It is determined that the feature of the domestic political process is its personalization, both in terms of governance (public management and administration) and in the electoral dimension. Public power, opposition, and interest groups are included in the components of institutional interaction. The context of institutional interaction is defined as the “double transition” of Ukrainian society: firstly, from Soviet authoritarianism to consolidated democracy; secondly, the global process of forming a network society, the transition from traditional communications to global communication networks. It is determined that institutional interaction in the Ukrainian political process is increasingly mediated by global communication networks. In the process of European integration, the task of transferring the interaction between individual politicians to the level of institutional interaction is being actualized. This involves the development and consolidation of rules and norms of interaction between institutions in the mass consciousness. The need to increase the effectiveness of institutional interaction in Ukraine is noted. This is hindered by permanent changes to the legislation on the interaction between the parliament, the president, and the government (“constitutional reversals”) and the legal unsettlement of the activities of interest groups. Within the framework of the neo-institutional theory, the markers for increasing the effectiveness of institutional interaction in the Ukrainian political process are substantiated: 1) the final overcoming of Soviet authoritarianism when an authoritarian style of leadership is hidden behind the democratic facade of institutions; 2) democratization of institutions, i.e. the expansion of opportunities for citizens to participate in politics and institutional interaction, the provision of “open access” for citizens with maximum openness of public interaction; 3) expanding the communications network, increasing attention to social networks and reformatting the activities of press services.
