Оцінювання у державній службі: теорія і правове регулювання

Abstract

Дисертація є науковим дослідженням оцінювання у державній службі, його видів та їх особливостей. Проаналізовано рівень наукових розробок категорії «оцінювання у державній службі». Визначено поняття та досліджено сутність оцінювання у державній службі. Здійснено співвіднесення понять «оцінювання» та «оцінка», «оцінювання результатів службової діяльності державних службовців» та «атестація». Окрему увагу приділено висвітленню питань щодо правового регулювання оцінювання у державній службі. Досліджено існуючі класифікації оцінювання у державній службі. Класифіковано оцінювання у державній службі за критерієм встановлення його мети на два види: 1) оцінювання кандидатів на вакантні посади державної служби; 2) оцінювання результатів службової діяльності державних службовців. Здійснено дослідження процедури оцінювання кандидатів на вакантні посади державної служби, виокремлено основні вимоги, що висуваються до кандидатів на державну службу. Охарактеризовано оцінювання результатів службової діяльності державних службовців, виокремлено основні показники, критерії та методи оцінювання, визначено сутність та особливості процедури здійснення такого виду оцінювання.

The thesis is devoted to the scientific research of evaluation in public service, its types and characteristics. The level of scientific development of the category “evaluation in public service” is analyzed. There is given the notion of “evaluation in public service” and is analyzed the essence of evaluation in public service. There are defined the correlations between the notions of “evaluation” and “estimate”, “evaluation results of public servants’ activities” and “certification”. Special attention is paid to the legal regulation of evaluation in public service. The analysis of the existing classifications of evaluation in public service is given. It is submitted to classify the evaluation in public service by the aim criteria into two types: 1) evaluating candidates for vacant public service positions; 2) evaluating results of public servants’ activities. The investigation of the evaluation procedure of candidates for vacant public service positions is done, the basic requirements to the candidates to the public service candidates are singled out. The characteristic of evaluation results of public servants’ activities is done, key indicators, criteria and evaluation methods are singled out, the essence and the procedure’s peculiarities of this type of evaluation are defined.
