Регалії верховної влади як інструменти легітимації політичного порядку

Abstract

Феномен політичного панування нерозривно пов’язаний із процесом легітимації. Як процес визнання політичного порядку на основі прийнятої в суспільстві системи цінностей та норм колективного існування, легітимація вимагає, передусім, публічного режиму протікання. Саме тому утвердження легітимності відбувається в просторі публічного дискурсу політики, серед структур якого найважливішим джерелом формування політичної спільноти та інститутів панування виступають символічні проекції політичних ідентичностей. У ході історичного розвитку сформувався комплекс легітимаційних практик, який охоплює широкий діапазон символічних форм, за допомогою яких у багаторівневому соціальному організмі відбувається узгодження взаємодії його різноманітних структур, обґрунтування політичного порядку, виправдання наявності соціальної ієрархії та гармонізація соціальних відносин шляхом досягнення певного ступеню політичного консенсусу. Смисловою домінантою символічного комплексу легітимації виступає фігура правителя. Легітимаційний механізм будь-якої події, що відбувається у просторі політичної комунікації, спрацьовує максимально повно тільки за умови приведення до єдиного символічного знаменника усіх різновидів символів панування. Еталоном такої події є церемонія посвячення у владу (коронація, інтронізація, інавгурація). Її ключовими атрибутами виступають регалії верховної влади. У статті розкрито загальний символізм та семантику таких символів панування, як скіпетр, держава, корона. На їхньому прикладі доведено, що звернення до символічних ресурсів легітимації забезпечує можливість здійснювати розподіл владних повноважень у суспільстві та реалізовувати функцію панування з мінімальним використанням інструментів примусу та насильства або інших інституційних засобів.

The phenomenon of political domination is inextricably linked to the process of legitima cy. As a process of recognizing the political order on the basis of the system of values and norms of collective existence accepted in the society, legitimacy requires, above all, a public regime course. That is why the assertion of legitimacy takes place in the space of public discourse of politics, among the structures of which the most important source of formation of the political community and institutions of domination are symbolic projections of the political identities. In the course of historical development a set of legitimacy practices was formed, which covers a wide range of symbolic forms by which the multilevel social organism coordinates the interaction of its various structures, substantiates the political order, justifies social hierarchy and harmonizes social relations and harmonization of the social relations by reaching a certain degree of political consensus. The semantic dominant of the symbolic complex of legitimacy is the figure of the ruler, who at certain stag es of socio- and polytogenesis embodied the very idea of power. The legitimacy mechanism of any event that takes place in the space of political communication works as fully as possible only if all types of symbols of domination are brought to a single symbolic denominator. The standard of such an event is the ceremony of consecration to power (coronation, enthronement, inauguration). Its key attributes are supreme power regalias. The article reveals in detail the general symbolism and semantics of such symbols of domination as the scepter, the state and the crown. The example of symbols of domination proves that the recourse to symbolic resources of legitimacy pro vides an opportunity to distribute power in the society and implement the function of domination with mini mal use of instruments of coercion and violence, or other institutional means.
