Кіпр як приклад дезінтегрованої держави: стан та перспективи реінтеграції

Abstract

На прикладі Кіпру продемонстровано, що етнополітична дезінтеграція держави здебільшого спричиняється етнополітичними конфліктами і супроводжується порушенням етнополітичної стабільності, збройними зіткненнями і навіть кровопролиттям. Запропоновано ввести в науковий обіг поняття «дезінтегрована держава»: 1) на території якої внаслідок конфліктів, війн, добровільного виходу або сецесії частини її території утворилося кілька держав або/ та самопроголошених державних утворень; 2) частина територія якої була анексована іншою державою. Досліджено перспективи врегулювання етнополітичного конфлікту та реінтеграції Кіпру. Позиція міжнародних гравців полягає в інтеграції острова в єдину державу, а не в розподілі її між Туреччиною та Грецією. Однак євроінтеграція не стала вирішальним інтеграційним чинником дезінтегрованого Кіпру, оскільки до ЄС приєдналася лише Республіка Кіпр. Реінтеграція острова призвела б до інтеграції Турецької Республіки Північний Кіпр до ЄС, що позитивно позначилося б на його соціально-економічних показниках розвитку.

On the example of Cyprus it has been demonstrated that the ethnopolitical disintegration of the state in most cases is caused by ethnopolitical conflicts and accompanied by a violation of ethnopolitical stability, armed clashes and even bloodshed. It is proposed to introduce into the scientific discourse the concept of “disintegrated state”: 1) on the territory of which several states or / and self-proclaimed state formations were formed as a result of conflicts, wars, voluntary withdrawal or secession of part of its territory; 2) whose part of territory was annexed by another state. The perspectives of settlement of the ethnopolitical conflict and the reintegration of Cyprus are studied. The position of international actors is to integrate the island into a single state, and not to divide it between Turkey and Greece. However, European integration hasn’t become a decisive integration factor for disintegrated Cyprus, as only the Republic of Cyprus joined the EU. The reintegration of the island would have led to the integration of the Turkish Republic of Northern Cyprus into the EU, which would positively affect its socio-economic development indicators.
