Структури громадянського суспільства та їх роль у гуманізації соціальної політики держави

Abstract

Дисертація на здобуття наукового ступеня кандидата політичних наук за спеціальністю 23.00.02 – політичні інститути та процеси. – Національний університет «Одеська юридична академія», Одеса, 2014. У дисертації здійснене комплексне дослідження ролі структур громадянського суспільства у процесі формування гуманістичних підходів у соціальній політиці, зокрема, щодо невиліковно хворих громадян. Визначено основні принципи та підходи держави та структур громадянського суспільства у сфері соціальної політики щодо невиліковно хворих. Вивчено шляхи удосконалення соціальної політики в нашій державі, проаналізовано особливості взаємодії державних інститутів і структур громадянського суспільства в Україні у процесі формування такої політики. Обгрунтовано, що структури громадянського суспільства відіграють ключову роль у формуванні цієї політики, при чому їх діяльність сприяє посиленню інтеграційних тенденцій у суспільстві. Розглянуто політико-правові та організаційно-управлінські аспекти здійснення допомоги невиліковно хворим.

В диссертации осуществлено комплексное исследование роли структур гражданского общества в процессе формирования гуманистических подходов в социальной политике, в частности, по отношению к неизлечимо больным гражданам. Определены основные принципы и подходы государства и структур гражданского общества в сфере социальной политики в отношении неизлечимо больных. Изучены пути совершенствования социальной политики в нашем государстве, проанализированы особенности взаимодействия государственных институтов и структур гражданского общества в Украине в процессе формирования такой политики. Обосновано, что структуры гражданского общества играют ключевую роль в формировании этой политики, причем их деятельность способствует усилению интеграционных тенденций в обществе. Рассмотрены политико-правовые и организационно-управленческие аспекты осуществления помощи неизлечимо больным.

The thesis is presented to complete for the degree of the candidate of Political Sciences by speciality 23.00.02 – Political Institutes and Processes. – National University “Odessa Legislation Academy”. - Odessa, 2014. The urgency of the development of modern humanistic approaches of social policy towards terminally ill is to be explained by the fact that this social problem affects every family in our country. This leads to the necessity of study of the civil society role in the process of development of humanistic approaches in social policy for these people. Exploring the phenomenon of «humanization of social policy» we faced, firstly, the terminological uncertainty and different approaches to its definition in domestic and foreign political studies, and, secondly, the lack of relevant Ukrainian political studies of social policy towards the terminally ill. After analyzing the existing international and national scientific publications on the subject we proposed our own definition of the phenomenon of the humanization of social policy: «the provision of person-centered policy, which is expressed through the strengthening of democracy in society and the increasing role of civil society and the improvement of people's lives». System analysis enabled us to determine the basic principles and approaches of the state and civil society in the field of social policy for the terminally ill in Ukraine and abroad. We established that one of the main principles of this policy is multidisciplinary and multisectoral approach when professionals with medical education, social workers, psychologists, representing various agencies and departments as well as representatives of civil society unite together in order to eliminate and alleviate the comprehensive physical, psychological and spiritual suffering of the terminally ill and his family. Moreover, the multi-channel financing in which the cooperation of public and state organizations is envisioned, is an important prerequisite for the development and care for the terminally ill. It may be a sign of policy humanization towards them, because it promotes greater economic availability of adequate comprehensive care for the needy. The particular relevance to the theoretical understanding of ways to improve social policy in this field gets the research of possible interaction between state institutions and civil society in Ukraine and the role of civil society in the formation of such a policy. The research shows that the role of civil society in shaping social policy for the terminally ill in Ukraine and around the world is leading. Particular attention is paid to the important issue of palliative care by international organizations: Council of Europe, the European Parliament, the World Health Organization, the Committee of Ministers of the Council of Europe and others, which have issued series of documents, according to which the support of terminally ill should be an essential, integral part of health and social care. Some of these documents are mandatory for Ukraine. Others may be considered as the national legal framework in this area and be a certain guidelines in the formation of social policy in our state. Local (non- governmental) organizations that are members of the pan- European NGOs, like EAPC, may be "agents of change" and promote the adoption of these standards in our country. Political, legislation, organizational and management aspects of the implementation of care for the terminally ill are considered. We found that Ukraine has already started the process of developing and implementing a modern legal framework on this issue. It is necessary to have formed this framework where the basic international approaches are envisioned. It have been established that starting from the first years of independent Ukraine in our country there have been active civil society structures that form the social policy for the terminally ill. These structures are Ukrainian Charitable Organization «Council for the patient rights and safety» All-Ukrainian NGO «Association of Palliative Care», charitable organization «Association of Hospice and Palliative Care» and others.
