Проблеми дослідження інформаційної культури

Abstract

У статті розглядаються проблеми дослідження інформаційної культури як складової частини загальної культури суспільства. Визначено, що інформаційна культура пов’язана зі становленням інформаційного суспільства, головну роль у якому відіграють знання й засновані на ньому технології, домінування інформації, прискорення технічного прогресу, глобалізація явищ і процесів. Визначено поняття «інформаційна культура», схарактеризовано її ознаки. Головною ознакою сучасного інформаційного суспільства є постійна взаємодія людини з інформацією, яка стала для неї життєвою необхідністю, але поряд із цим інформаційне середовище вимагає від неї необхідності мати знання, уміння, навички оперування інформацією; адаптуватися до змін у засобах і характері комунікації; уміти створювати інформаційні продукти, мати ціннісні установки. Дослідження інформаційної культури здійснюються у таких напрямах, як: інформаційна культура суспільства, інформаційна культура особистості, корпоративна (групова) інформаційна культура. Основні концепції формування інформаційного суспільства, включили різні складники процесів його розвитку – економічні, політичні, інформаційно-технологічні, соціокультурні. Існують два підходи до дослідження інформаційної культури: інформаційно-технологічний і соціокультурний. Перший дає можливість досліджувати культуру знання та поведінки зі знаками, даними, інформацією тощо. Другий – вивчати принципи та механізми, що забезпечують розвиток етнічних і національних культур, їхнє включення у загальний досвід людства. Проблемами формування інформаційної культури є перетворення інформації на зброю в економічній і політичній боротьбі, ведення «інформаційних війн», використання її як засобу керування свідомістю людини. Збільшення обсягів інформації у світі, її достовірність, актуальність становлять проблему для людини через обмеженість можливостей їх засвоєння. Означені проблемні питання досліджень інформаційної культури дають можливості для осмислення, ґрунтовного і системного її вивчення.

The article considers the problems of research of information culture as a component of the general culture of society. It is determined that the information culture is associated with the development of the information society, where the main role is played by knowledge and technologies based on it, the dominance of information, acceleration of technological progress, globalization of phenomena and processes. The concept of “information culture” is defined, its features are characterized. The main feature of the modern information society is the constant intercommunication of man with information, which has become a vital necessity for him. At the time the information sphere needs to have knowledge, skills, abilities for operation with information, the information sphere needs to have knowledge, skills, abilities for operate with information; to adapt with changes in the means and nature of communication; be able to create information products, while having values. The research of information culture is carried out in the following directions: the information culture of society, the information culture of personality, the corporate (group) information culture. The main concepts of development of the information society, included various components of processes of its economical, political, information technology, socio-cultural. There are two approaches for the studying of information culture: the information technology and the socio-cultural. The first provides an opportunity to explore the culture of knowledge and behavior with signs, datas, information and more. The second studies the principles and mechanisms that ensure the development of ethnic and national cultures, their inclusion in the general experience of mankind. The problems of forming information culture are the transformation of information into a weapon in the economical and political struggle, waging “of information wars”, using as a mean of managing human consciousness. Increasing the amount of information in the world, its reliability, relevance is a problem for man, due to limited opportunities for their assimilation. These problematic issues of information culture research provide opportunities for understanding, thorough and systematic studying.
